A Committee of the Volyn Regional Council Approved a Draft Appeal to the Government and Law Enforcement Authorities Regarding the Blocking of ME Volynpryrodresurs by SE Forests of Ukraine

On March 30, 2026, during a meeting of the Standing Committee of the Volyn Regional Council on Deputy Activities, Local Self-Government, Human Rights Protection, Legality, Crime Prevention, and Anti-Corruption, the deputies conducted a preliminary review of the issue of the actual blocking of amber extraction activities of the municipal enterprise Volynpryrodresurs by the State Enterprise Forests of Ukraine, in particular by its branch, the Polissia Forestry Office.

During the discussion, attention was drawn to the obstruction of the enterprise’s lawful economic activities in the field of subsoil use, specifically amber extraction, which, according to available information, is being carried out by officials of SE Forests of Ukraine, resulting in significant losses to budgets at various levels.

Members of the committee emphasized that the enterprise operates on the basis of valid special permits for subsoil use, yet has been facing prolonged and unjustified obstacles, delays in approval procedures, and the imposition of additional requirements not предусмотрені by legislation.

It was also noted that criminal proceedings have been initiated in connection with these facts, registered in the Unified Register of Pre-trial Investigations under No. 42026030000000015 dated February 4, 2026, under Part 3 of Article 206 of the Criminal Code of Ukraine (Obstruction of lawful economic activity committed by an organized group or by an official abusing their authority, which caused substantial damage or other grave consequences — punishable by imprisonment for a term of 6 to 10 years, with deprivation of the right to hold certain positions or engage in certain activities for up to 3 years or without such, and with confiscation of property).

Following the review, the committee supported the draft appeal and recommended that it be submitted for consideration at the plenary session of the Regional Council.
